SUBJECT:
CONTRACT NO. NRC-02-84-006 The subject contract with Envirosphere Company (the contractor) has been closed out. On August 12,1998, the contract specialist atter v'-A *, contact the contractor. By being forwarded to several different organizations, she learned that the contractor no longer existed.
Envirosphere was bought out by Ebasco Services Inc., which was then bought out by Raytheon about 4 years ago. Nevt. Foster Wheeler Corp. bought out the environmental part of the Raytheon organization. The contract specialist spoke with Mr. Kevin Mcdonald, employee relations for Foster Wneeler. He told me that the persons whose names I had from the file, i.e.,
Murgittroyd and Eng, had both left the company over I and 1/2 years ago. On August 12, Mr.
Mcdonald said he was going to track down someone in his financial division and would call back with an answer. To date, the contract specialist has heard nothing. The contracting officer directed the contract specialist to close out the contract.
As a result of Ms. Jeanne Cucura's letter to OCFO/DAF, dated 6/2/98, the outstanding balance of
$32.57 was obligated. Modification No. 5 unilaterally deobligated the holdback amount, the i
remainir.g funds on the contract, which was equal to 15% of the fixed fee. Because the company is no longer in existence, closeout releases and certifications were not able to be properly l emuted and placed in the file. Ij l
