Constable, Senior Resident inspector SU6 JECT: LPAL INVESTIGATION INTO DRUG USE ALLEGATION As requested by Bill Crossaan on July 7,1983, the following is a sequence that describes the infonnation I received from LPAL concerning the above allegation. This information has been discussed with Region IV management as it was received. John Collins, during his June 28, 1983, visit to the Waterford 3 site, was briefed by me on the f.ew information given the day before (see below - 3 p.ps June 27,1983). John Collins stated that in the future he wanted to be informed by the SRI directly regarding drvo related probless of this nature.
Unless otherwise directed, it is not ry intention to doctament this infonnation in an inspection report since no acCual inspection or F.
investigation has been conducted.

I received a call from Ross Barthurst, plant manger. He set in his office a few minutes later and he advised me that LP8L had received an allegation that several operstars had used morfjuana, %
at a party offsite. The allegation was made by an in-law of one of the~ individuals alleged to be involved. Ross asked if MRC 1
had any specific advice or recermandations regarding their pursuit'on of this issue. I told his that, in general, NRC expects that they follow their own company policies in such matters and that he should

Called Paul Check (see nota) to discuss what NRC posturt was for such cases. After some discussion, he said LPAL's drug abuse policy appeared to be in line with those of other utilities. Since NRC had not addressed drug use via specific ulations, LPAL should e

Monday, June 27,1963. 3 p.m.
Meeting with Ross Barkhurst to update May 11 information. Ross said that enough information was discovemd during their pmlisinary inquiry to warrant further investigation. LPR Security individually
. interviewed all of the individuals involved plus some others selected to avoid too such attention beinq drawn to those individuals. Of the five suspect individuals, all in' tially denied using marijer.a.
Three of these agreed after questioning to prow their innocence via a lie detector. During this test.'all thme admitted to mgular use of marijuana.
No harder drugs were believed to be,1jvolved One of these indiriudals admitting using marijuana on the s te, one, about 18 months ago; however, the l' e detector indicated that the time frame was supect. This individual was sent to a drug rehabilitatica program and teminated.
The two other individuals who admitted to regular offsite use were suspended for a week and they were put through a drug rehabilitation program. As part of an agreement reached between these individuals I
and Lyn as a condition to their beinq allowed to return to the site was the signing of a statement that they would no longer use i
surijuana and that they would submit to' tests that prove this. It should be noted that LPE felt that these two individuais were among their best license car 4 dates. In addition to the above, LPR has developed a writtan policy regarding work rules in general that includes policy on drug / alcohol use. A 1 nuclear operations personnel will be requirdd 'to sign these stataunts at the concision of an ongoing training program on the same subject that states that they understand and have received a copy of the policy.
Ny conclusion is that LPE has acted responsibly in this' situation.
By clearly stating their policy to all nuclear operations personnel. I believe i
they will have fewer problems in the future. I intend to 4ttend one of the training sessions which are being held this month and Wforwarding a copy of the policy that is beinq s< gned. I bellew that adequate corrective action has been taken n this instance and that, for record i
keeping purposes, this matter may be closed.
