Dear Sir,

UNC requests that the subject license be amended to modify the i

requirements for maintaining ventilation air flow between work This modification is designed to recognize that for certain areas.

areas the airborne levels are minimal, and that the airflow direction cannot impact ALARA within the facility. For one area, the Pack Assembly room, contract requirements dictats that the air pressure be positive with respect to any adjacent areas.

Also enclosed is a check for $150 for the application fee.

We request that approval of this amendment be issued by Sept.

1, 1988.

Very truly yours, Los Ah gb EK. !..........

Hoods, glove boxes, or local exhaust shall be provided as required to maintain airborne and surface contamination within acceptable limits as defined by-4.1.2. Ventilation c

exhaust equipment shall be required for routine cperations generating airborne contamination in exc(1s of 25% of MPC with minimum air. movement

requirements as follows:

Fume Hood Face Velocity 50 Linear ft./ min General Purpose Hood Face Velocity

'100 linear ft./ min H

Local Exhaust 100 linear ft./ min Glove boxes Slightly negative pressure (Except inert atmosphere boxes)

All process exhaust systems that discharge more than 25% of MPC during j

dry operations shall be filtered through high efficiency filters (199.95% for particles larger than 0.3 microns).

contaminated areas.

Within the potentially contaminated areas, air flow

snall be from areas of lower airborne contamination to areas of higher t

i airborne contamination.

No differentiation shall be made among contaminated areas which are less than 0.15 E-10 uCi/cc based on quarterly averages of the air samples continuously operating in the This criteria applies to operating shifts, and incorporates all areas.

correction factors appropriate to the sampling process.

The Pack Assembly room is at a positive pressure with-respect to the adjacent change room *.

The change room is at negative pressure with respect to the adjacent hallway.

The ventilation air handling system for the Health Physics controlled areas part of the building shall filter the air before reuse or release to environs.

In a large portion of Building B, the uranium is encapsulated in a metallic cladding and the area is contamination free. Air recycled or exhausted from these contamination-free portions of the building shall i

not be filtered through high efficiency particulate filters.

i Positive pressure is required by Government technical code requirements to maintain clean room conditions for this manufacturing operation.

()LICENSESNM-368 Part II Page 4.4-6a Docket No.70-371 Chapter 4 Rev. O Date: 7/8/88 4.4.2.2 Air Handling Systems (Continued)

A ventilation direction threshold of 33 dpm per cubic meter over a calandar quarter represents 15% of MPC.

This value is determined as the average for an area using all area samples for a period of one quarter, and represents values for the time in which activities are conducted in the area.

All air sample results are adjusted to allow for a 1.15 self absorption correction factor.

This factor may be changed if analysis demonstrates this to be appropriate.

Areas of the facility operating below this level are not considered to contribute meaningful uptakes to individuals.

Accordingly, the modification of air flow direction controls relative to adjacent areas will also not contribute meaningful uptakes to individuals.
