Dear Mr. Stello:

In accordance with the Federal Emergency Management Agency (FEMA) rule, 44 CFR 350, the State of Texas submitted its State and associated local plans for radiological emergencies related to the South Texas Project Electric Generating Station to the Regional Director of FEMA Region VI for FEMA's review and approval on October 8,1986. The Regional Director forwarded his evalu: tion of the Texas State and local plans to me January 13, 1988, in accordance with section 350.11 of the rule.

His submission included an interim finding dated May 29, 1987, an evaluation of the full-participation exercise conducted on April 8,1987, and a l

report of the public meeting held on April 9,1987, which explained the r

site-specific aspects of the State and local plans.

Based on an overall evaluation, I find and determine that the Texas State and local plans and preparedness for the South Texas Project Electric Generating Station are a.iequate to protect the health and safety of the public in that there is reasonable assurance th6t the appropriate protec-t tive measures can be taken offsite in the event of 6' radiological emergency.
