' Attachment 2 to AECM-88/0162 Staff Comments and Responses A. The staff commented that the proposed Action "d" should be revised to include alarm inoperability.

RESPONSE: The intent of Action "d" was to address the inoperability of the alarm channel as well as the leak detector. The wording of Action "d" was selected for consistency with surveil hnce 4.1.3.3.b.1.a which did not explicitly refer to the alarm. However, SESI' agrees that the staff comment provides improved clarity to the action statement. Therefore, the phrase "or alarm" will be added to the proposed Action.

B. A second staff comment addressed the application of Specification 3.0.4 to the proposed additional Actions. The comment stated that the scram accumulator pre sure detectors, leakage detectors and the associated alarm in the control room should be operable before changing modes.

Therefore, Specification 3.0.4 should be made applicable to the proposed Actions "c" and "d."

RESPONSE: The current Actions "a" and "b" for inoperable accur.rulators allow mode changes provided the Actions are met (i.e., the provisions of Specification 3.0.4 are not applicable). These Actions either allcw a short period of time to repair a single inoperable accumulator, or require the associated control rods to be declared inoperable (additional restrictions must also be met). Specification 3.1.3.1 limits the number of inoperable control rods to 8. Thus, the number of inoperable accumulators is limited to 8.

In response to the staff's comment, Action "c" will remain numbered as in the current specification, and will state that the provisions of Specification 3.0.4 are not applicable to Actions "a" and "b." This precludes mode changes concurrent with loss of continuous alarm capabilities for all rods (or more than eight rods). However, in order to '

continue to allow a limited number of scram accumulator pressure detector, l leak detector and/or alarms, to be inoperable without precluding mode i changes, as currently allowed, an option to declare the associated accumulator inoparable will be added to the proposed Actions. These changes will allow individual scram accumulator pressure and/or leak detectors and associated alarm channel failures to be conservatively l treated as inoperable accumulators. This would allow the operational  ;

flexibility to change modes consistent with the currently approved i Technical Specifications. l l
