Hittaan Nuclear Letter dated July 13, 1987 (Application for Amendment to Certificate of Compliance No. 9176)
Dear Mr. MacDonald:
Enclosed are eight (8) copies of the following Hittaan documents for your review in support of our application for a Certificate of Compliance for the HN-215H Shipping Package.
Hittaan Drawing STD-02-077, Rev. 5. "HN-215H Cask Assembly
- Hittaan Document STD-R-02-016, Rev.
1, "Safety Analysis Report for the HN-215H Shipping Cask' In the above referenced letter, Hittaan had requested that the Cer-tificate of Compliance be amended to require the use of normalized material only when the plate thickness is greater than one and one-half inches.
This request was based on paragraph 5.3.1 of NUREG CR-1815.
We were recently advised by your staff that this particular paragraph contained a
typographical error which invalidated our case j
for this requested asendaent.
Accordingly, we wish to withdraw this I
request.
The document and drawing referenced above have been revised to better delineate our consitaent to fabricate the containment compo-nents of the cask utilizing saterials which meet the recommendations for Category payloads as set forth in NUREG CR-1815.
Specific-
- ally, all materials used will comply with criteria established in Section 5.3 of NUREG CR-1815.
The
$150 application fee associated with the processing of this application for a
Certificate of Compliance was forwarded to you with our July 13, 1987, letter.

Pag e 2 It should be noted that the E4fety Analysis Report associated with Certificate of Compliance No. 71-9176 envelopes the design of the HN-215H cask.
The dissimilarities between Hittman Document STD-R-02-016 and the SAR associated with Certificate of Compliance No.
71-9176 are noted in the attachment to this letter.
In all cases.
the margins of safety relating to the HN-215H design are equal or greater than those associated with the casks of Certificate of Compliance No. 71-9176.
