Dear Mr. Gordon:

3 In response to your inquiry concerning the removal of the primary-lid torque specification from LN Technologies Drawing No. 9414-M-3204, sheets 1 and 2 of 2, the following explanation is provided:

The LN Technologies operating procedure, WM-021, for the LN-142 cask requires that the ratchet binders be tightened manually using the ratcheting handle.

The ratchet binder is secure when it can no longer be physically tightened by the cask operator.

Thic precedure han been used successfully in the past, and the resulting primary lid seal is sufficient to satisfy the requirements of LN Technologies' cask leak test procedure, WM-011, "Soap Bubble Leak Test".

In addition, the primary lid seal ring has been designed with a projection which limits the amount of gasket compression.

Therefore, damage of the gasket is eliminated in the event that excessive torque is applied to the ratchet binder.

LN Technologies has determined that the preload torque value of 80 ft. Ib. to each ratchet binder is not reliable, as tests have shown that an adequate seal can not always be achieved.

In an effort to clarify a potential conflict of information between the drawings and the operating procedures which have been acceptably used in the past, the torque value was deleted.
