SUBJECT:
NRC INTEGRATED INSPECTION 50-333/98-04 AND NOTICE OF VIOLATION
Dear Mr. Colomb:
On August 23,1998, the NRC completed an inspection at the James A. FitzPatrick Power
Plant. The enclosed report presents the results of that inspection.
.
During the 6-week period covered by this inspection, performance at the James A.
FitzPatrick reactor facility was appropriately focused on safety. However, human
performance continues to remain a concern. 'Both the August 3,1998 reactor scram and
poor performance which caused the high pressure coolant injection system to be inoperable
could have been prevented with a more rigorous approach to plant operations.
A security program inspection was performed during this period which identified a violation

of NRC requirements associated with vehicle search. The NRC has concluded that
information regarding the reason for the violation, the corrective actions taken and planned
to correct the violation and prevent recurrence is already adequately addressed on the
docket in this inspection report. Therefore, you are not required to respond to this letter
unless the description therein does not accurately reflect your corrective actions or your
position. In that case, or if you choose to provide additionalinformation, you should follow

the instructions specified in the enclosed Notice.
In'accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter

and its enclosures will be placed in the NRC Public Document Room.
