3 Chalanan's Comments on SECY 934g9 The Communloations Coordinating Committee (CCC) is to be complimented for its extensive efforts in analyzing the existing public communications altuation at the NRC, and for.

constructing a broad range of recommendations to enhance current performance in each area.

The Executive Counoll (EC) also has exotelsed prudent judgment in screening the CCC recommendations, recognizing the need to make those improvements, to the extent possible, within existing resources. My view on the recommendations is as follows:

Clarity and Timaticene of Communte*%s (Raemmmandations 1A1 - 1E2)-

In general, I support the modified recommendations as proposed by the EC in this area. In particular, I believe that enhancements to existing classroom training courses may be more beneficial (and ultimately less resource intensive) than developing a new coume. I also believe that having line rnanagement (under the DEDE) take ownemhlp of this lasue will be more effective then the appointment of a standing *CCC equivalent" committee.

On recommendation 181, however, I support the original CCC recommendation to expand and enhance the glossary of technical terms that currently exists on the NRC Website. The amount of additional resources needed for this effort should be rninimal, and should be considered carefully in light of budget constraints; however,if developed and disseminated in a sensible fashion, this one-time effort should produce a reference document with multiple public communications uses, and should make other efforts (such as writing " plain English* Executive Summaries) more officient.

In general, I agree with the coulion expressed by the EC in this area, in terms of limiting the amount of additional resources to be expended. However, certain CCC recommendations may natuelly result in cost-savings if they are developed and distributed prudently, in partloular, estabilshing a central audiovlsual library af photographs, slides, diagrams, etc.

(Recommendation VA2) could provide significant advantages in effectiveness and efficiency over the current system, in which individual presenters develop their own audiovisual materlats and subsequently maintain their own files of those metettals. Simitarly, the ongoing development of standardized publications and presentations (Recommendation VA3)is en effort worth maintaining-egeln, because it will be more officient to develop and use these materials from a centralized source than for individual presenters each to develop their own.

Finally, the establishment of a ' Speakers Bureau * (Recommendation VAS) may be a viable, non-resource 4ntensive initiative if it is managed on a voluntser basis (similar to the current' program to provide presenters and judges to local schools), if,in fact, the costs associated with such an initiativa are minimal. I support the CCC recommendation.
