NRC ROUTINE SECURITY INSPECTION REPORT 50-440/98015(DRS)

Dear Mr. Myers:

On July 31,1998, the NRC completed an inspection at your Perry Nuclear Power Plant. The

enclosed report presents the results of this inspection.

The inspection was an examination of activities conducted under your license as they relate to

physical security and to compliance with the Commission's rules and regulations and with the

conditions of your license. Within these areas, the inspection consisted of selective

examinations of procedures and representative records, interviews with personnel and

observation of activities in progress. Specifically, the inspection focused on the status of

security facilities and equipment, security and safeguards procedures and documentation, and

quality assutance in security and safeguards activities. In addition, the inspection reviewed a

Fitness For Duty reported event concerning a licensed senior reactor operator who tested

positive for alcohol during a for-cause test.

Security systems were tested and maintained as required in the security plan and self

assessments of the security program were thorough resulting in good findings and

recommendations. Also,' compensatory actions in response to security equipment damaged

during a severe storm were promptly implemented

Fitness for duty activities were reviewed and one violation of NRC requirements was identified,

as specified in the enclosed Notice of Violation (Notice). This violation concemed the failure to

conduct the drug portion of a for cause test based on the odor of alcohol in a timely manner.

The drug test was conducted four days after the for cause test was required. We also identified

four other instances over the past two years. We found that your procedure addressing for

cause testing during back shifts and weekends to be inadequate.

The NRC has concluded that information regarding the reason for the violation, tne corrective

actions taken, and planned to correct the violation and prevent recurrence, is already

adequately addressed in the subject inspection report. Therefore, you are not required to

respond to this violation unless the description of the problem as described in the inspection

report does not accurately reflect your corrective actions or position. In that case, or if you

choose to provide additional information, you should follow the instructions specified in the
