Letter from G. A. Trevors to NRC, "Response to Inspection Report No. 50 298/87-10",

dated November 23, 1987 As requested by the subject letter, the Nebraska Public Power District's (NPPD) course of action to ensure that applicable design requirements were incorporated in past essential design changes implemented at Cooper Nuclear Station (CNS) is provided.

In December, 1986, the District authorized a Configuration I

Management Department which was tasked with the collation of design bases information, conducting independent reviews of engineering activities and the establishment of a configuration controi and management program for CNS. A long-range plan has been formulated based on the insights gained from an NRC Safety System Functional Inspection together with the experiences gleaned from implementing a set of pilot programs on the High Pressure Coolant Injection System.

I The concepts and objectives of the Configuration Plan for CNS are as described to the Commission in the referenced letter.

As part of this plan, NPPD will be conducting reviews of all essential i

design changes to determine the impact, if any, on the original design criteria.

This is but one part of a multiphase plan to collate design basis information, assess its validity against the current configuration of the plant and implement a more formalized, structured, and detailed configuration control and management program.

This plan reflects the District's commitment to put in place a high quality pl' M

The District believes this program of systematically reviewing and evaluating historic design activities will iderdify any similar design errors addrossed in the subject letter.
