In a message dated September 2,1998, which is enclosed, you requested that we perform a g

case study on the repeated reorganizations of Vermont Yankee's Engineering Department over the past decade.

l Individuals frequently request actions of the NRC with respect to operation of nuclear power plants. In order for the NRC to adequately address a request for action, the facts that constitute the bases for taking the particular action must be specified. A request which constitutes a general statement of opposition to nuclear power or a general assertion without supporting facts 1'

i will not normally be pursued by the NRC. The requested action should be accompanied by

- some element of support beyond the bare allegation, and the facts stated in support of the request must be credible and sufficient to warrant further inquiry.

The NRC recently evaluated engineering performance at Vermont Yankee Nuclear Power Station and determined that it has been " good". The information you provided was not sufficient j

to warrant further inquiry and we believe our previous assessments of engineering performance 1-at Vermont Yankee to be accurate. We do not intend to perform a case study on reorganization of the Vermont Yankee Engineering Department. Enclosed is a document describing how the 4
