ASSISTANCE IN DEVELOPING A STANDARD REVIEW PLAN FOR DECOMMISSIONING PLANS The Division of Waste Management (DWM) is currently developing a Standard Review Plan (SRP) to implement the July 1997 License Termination Rule for use by the staff in reviewing decommissioning plans and other information used by licensees and other responsible parties to support decommissioning and I; cense termination. This SRP, when completed two years from now, would supersede the existing SRP in Fuel Cycle Directive FC 91-2.
Based on the success we had in developing the decommissioning handbook using a work group process, we would like to develop the SRP using work groups comprised of staff from the Division of Waste Management (DWM), the Division of Fuel Cycle Safety and Safeguards (FCSS), the Office of Research (RES), and the NRC Regional Offices. Currently, we envision that the SRP will address six functional areas of decommissioning plans: Surveys, Financial Assurance, Dose Modeling, Demonstrating ALARA, Restricted Use/Altemate Criteria, and Health and Safety Plans. If needed, additional areas may be addressed in the SRP such as QA/QC and Site Characterization. The work group developing the dose modeling module has been formed and currently consists of staff from DWM and RES. In addition, the Financial Assurance module will be developed by DWM staff because we do not expect that significant technical or policy issues will surface in developing the module.
Consequently, we are requesting your participation in developing the Health and Safety, ALARA, Surveys and Restricted Use/ Alternate Criteria modules. We expect that your participation would be predicated on your level of interest and ability to provide the resources necessary to participate in developing the SRP. For example, your participation could vary from only reviewing the final drafts of the SRP modules to attending weekly work group meetings and conference calls, preparing portions of the draft modules and reviewing draft versions of the modules. However, for planning purposes, we have estimated approximately 0.07 FTE would be necessary for each participant, other than the primary staff participants in DWM and RES.
In order to minimize the impact on your staffs and conserve limited resources, we are j (v requesting that you provido the name of one or more senior technical staff members that will be included on the work groups. In order to begin the development of the SRS as quickly as possible, we are requesting that you provide the name of your participant by September 21, 1998. Please reply directly to Nick Orlando, of my staff, who will be the DWM Project Manager l
