Dear Mr. Stello:

The Federal Energency Management Agency (FEMA) has .;ompleted an analysis of the prompt alert and notification systen for the Vogtle Electric Generating Plant located in Burke County, Georgia. This review has been completed pursuant to Title 44 CFR, Part 350; selected evaluative criteria and Appendix 3 in NUREG-0654/ FEMA-REP-1, Revision 1; and FEMA-REP-10, the "Guide for the Evaluation of Alert and Notification Systens for Nuclear Power Plants." The enclosed report entitled, "Vogtle Electric Generating Plant Site-Specific Offsite Radiological Emergency Preparedness Alert and Notification System Quality Assurance Verifi-cation," sumarizes the engineering design review; incorporates the results of the telephone survey of the public conducted imediately following full acti-vation of the alert and notification system on July 14, 1987, and confirns the adequacy of the applicable evaluative criteria from NUREG-0654/ FEMA-REP-1, Revision 1, and FEMA-REP-10.

Based on the engineering design review and the results of the July 14, 1987, public telephone survey, FEMA has determined that the alert and notification system installed around the Vogtle Electric Generating Plant satisfies the requirenents of NUREG-0654/ FEMA-REP-1, Revision 1, and FEMA-REP-10. Therefore, there is now reasonable assurance that the system is adequate to promptly alert and notify the public in the event of a radiological energency at the site.

The caveats on the alert and notification systen contained in the Title 44 CFR, Part 350, approvals for the States of Georgia and South Cirolina dated June 9, 1987, are now removed. The Honorable Joe Frank Harris, Governor of Georgia, l and the Honorable Carroll Campbell, Jr. , Governor of South Carolina, have been i advised of this approval.
