NRC INTEGRATED INSPECTION REPORT NO. 50-289/98-03

Dear Mr..Langenbach:
On July 25,1998, the NRC completed an inspection at your Three Mile island Unit'1
reactor facility. The enclosed report presents the results of that inspection which the
'

resident inspectors discussed with you and your staff at the exit meeting on July 31,
j
1998.
Your staff operated TMI-1 safely during the period. The operations department performed
. routine activities well and properly responded to several issues that arose. A review of
- external flood protection procedures and equipment showed good preparedness; however
the condition of and controls over flood seals protecting the intermediate building remained
an open issue. Good performance was observed during conduct of maintenance and
. surveillance activities and engineering support to day to-day plant operation remained
strong. Performance in the area of radiological controls'for radioactive materials,
~
contamination, surveys, and monitoring were effective.overall, and self-assessments in this
area were normally good. - You also implemented effective solid radioa'ctive waste
management and transportation of radioactive materials programs.

continuing concern regarding your. calculation review process and sensitivity toward the

maintenance of the design basis for safety related systems.
