NEBRASKA PUBLIC POWER DISTRICT DOCKET NO. 50-?98 COOPER NUCLEAR STATION AMEN 0 MENT TO FACILITY OPERATING LICENSE Amendment No. II9 License No. DPR-46 1.
The Nuclear Regulatory Comission (the Comission) has found that:
A.
The sutrittal by Nebraska Public Power District (the licensee) dated April 16, 1987 as supplemented by letters dated November 3, 1987 and January 18, 1988, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations set forth in 10 CFR Chapter I; B.
The facility will operate in conformity with the application, as amended, the provisions of the Act, and the rules and regulations of the Comission; C.
There is reasonable assurance:
(i)thattheactivitiesauthorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Comission's regulations; D.
The issuance of this license amendment will not be inimical to the comon defense and security or to the health and safety of the public; and E.
The issuance of this amendment is in accordance with 10 CFR Part 51 of the Comission's regulations an1 all applicable requirements have been ',atisfied.

Accor';fngly, Paragraph 2.C.3 of Facility Operating License No. DPR-46 is amer.ded to read as follows:
The licensee shall fully implement and maintain in effect all provisions of the Comission-approved physical security, guard training and qualification and safeguards contingency plans including amendments made pursuant to provisions of the Miscellaneous Amendments and Search Requirements revisions to 10 CFR 73.55 (51 FR 27817 and 27822) and to the authority of 10 CFR 50.90 and 10 CFR 50.54(p). 1 which contain Safeguards Infortnation protected under 10 CFR 73.21, are entitled:
"Cooper Nuclear Station Physical Security Plan," with revisions submitted through January 18, 1988; "Cooper Nuclear Station Guard Training and Qualification Plan," with revisions submitted through November 25, 1985; and "Cooper Nuclear Station Safeguards Contingency Plan," with revisions submitted through Nay 6, 1986.
Changes made in accordance with 10 CFR 73.55 shall be inplemented in accordance with the schedule set forth therein.

The license amendment is effective as of its date of issuance.
