Docket No. 50-293 License No. DPR-35 Update of GL 89-13 Response: Chlorine Monitorina Purpose This. letter updates Boston Edison Company's .(BECo) April 2,1990, (No. 2.90.047) response to Generic Letter (GL) 89-13. In a subsequent September 18, 1997, letter (No. 2.97.095) Pilgrim updated GL89-13 conceming the reactor building closed cooling water (RBCCW) system mussel monitoring equipment, and committed to update the NRC on salt service water (SSW) continuous chlorine monitoring.

i Backaround Pilgrim removed the continuous chlorine monitoring equipment from service by cutting and capping for seismic reasons. " Grab samples" were substituted as allowed by Pilgrim's

, NPDES Permit No.MA0003557. The permanent substitution of " grab samples" for continuous chlorine monitoring required the approval of the U.S. Environmental Protection Agency (USEPA) as an amendment to the NPDES permit. ,

Update By letter ~ dated August 26, 1998, the USEPA granted Pilgrim's request to permanently I g j

-substitute " grab samples" for continuous chlorine monitoring. Therefore, Pilgrim will use

" grab samples" to satisfy NPDES Permit No.MA0003557 requirements and does not plan to i reinstate chlorine monitoring. ,
