SUBJECT:

YELLOW TICKET ACTION ITEM HO. 889133 -

CIRCUIT BREAKERS PREVENTING ELECTRICAL FIRES The response to the attached action item is due to DEST (Mr. Shao's Office, 8E1) by August 3, 1988.

Please make sure that D/ DEST receives a copy of the final ticket response.

When preparing the response, please add to the concurrence page distribution list "LShao" and the appropriate ticket number identifying the action item.

For example, LShao (WITS 87-XX or DEST 87-XX or YT879XXX or ED0 #26XX).

It is DEST policy that the Director receive responses for all tickets at least one working day prior to the due date. If the original action item due date is changed, please inform Nancy at X20884, sne will then revise the DEST due date accordingly. You should also keep Nancy informed on the status of all controlled w: tion items (e.g., EDO, Green Tickets, WITS) assigned to your office (e.g., to what branch / person the action item was assigned to).

Dear Mr. Franklin:

I want to personally thank you for bringing to our attention the March 1984, article in Fire Journal, addressing your investigations into the causes and possible preventive measures of fires caused by overheating and short circuits within electrical systems. Clearly, though your investigation centered around home and industrial investigations, the conclusions relative to both prevention and investigation could apply to the aerospace applications, cuch no the National Space Transportation System and the design of the Space Station.

Our Safety Division has taken actions to insure that the approach of microprocessor monitoring of A.C. circuits and proper fuzing / conduit of all circuits are considered in the design of the Space Station, our largest effort for long-term space study. Your thoughts on the detection of short circuits during the course of accident investigations will be I incorporated in our methods. j l

My Safety Staff will be in contact with you if they have any questions. Again, I thank you for bringing these thoughts to our attention.

Sincerely, i . i

Mr. Frederick F. Franklin President Professional Analytical and Consulting Engineers, Inc.

Dear Mr. Franklin:

This office has been provided the correspondence you recently sent to the National Aeronautics and Space Administration (NASA) concerning inexpensive ways to reduce the number of vehicular and facility-related electrical system fires initiated by short circuit faults.

Although NASA's fire loss history is very favorable and one of the lowest in the government, we are constantly striving to improve our fire loss and fire prevention efforts. I have provided copies of your correspondence to the NASA Safety Division for review and evaluation by their fire protection engineering staff. Mr. Wayne Frazier of the Safety Division, Code QSI, may be contacted on (202) 453-8910 if you have further questions.

I appreciate your interest in improvir.g the fire safety aspects of NASA's operations and want to personally thank you for taking the time to provide your study data and suggestions.
