SUBJECT:

DECOMMISSIONING PILOT PROGRAM FOR MATERIALS LICENSEES PURPOSE:

To inform the Commission of the status of the pilot program to improve the decommissioning process for materials licensees.

BACKGROUND:

In the Staff Requirements Memorandum (SRM) dated March 31,1997, the Commission directed the staff to implement a decommissioning pilot program in accordance with the Strategic Assessment, Direction-Setting Issue # 9, " Decommissioning of Non-Reactor Facilities " The pilot program would use a performance-oriented approach that would simply provide the residual contamination goals, and allow the licensees to proceed with decommissioning without obtaining approval of a decommissioning plan. Volunteer participants would be technically capable and adequately funded, and the sites would be non-complex, minimally contaminated, and would undergo only routine decommissioning activities. The Commission also directed the staff to conduct a workshop in connection with the pilot program.

This paper provides the status of the pilot program.

I continue to have concems about the cost-effectiveness of this pilot program. Nevertheless, l

since licensees have now volunteered for the program and significant resources have already been expended by the staff and licensees to get to this point, I will not object to the staffs plans for implementing the pilot program to improve the decommissioning process as described in the paper. The status reports to the Commission should include the estimated annual total effective dose equivalent to the average member of the critical group as a result of residual contamination l

at each of the five pilot sites, as the data becomes available. I ask for this data because if the sites are cleaned up to SDMP criteria rather than the Subpart E unrestricted release criteria, NRC will be asked how the sites would have fared under Subpart E criteria.
