During the loss-of-annunciator event on February 1,

1988, the Manager - Nuclear Operations Department, acting as the Site Emergency Coordinator (SEC), declared an Alert based on the plant conditions and the Emergency Action Level (EAL) in the Emergency Response Plan Implementation Procedure (ERPIP). liowever, based on the plant conditions and an incorrect understanding of the ERPIP, he did not recall all personnel in the emergency response organization and did not activate all of the emergency response facilities.

With the plant operating

normally, back-up alarms on the computer, and an extra operator to trend plant parameters', it was clear that additional support personnel from the emergency resporise organization were not needed. The SEC thought that the action taken satisfied the intent of the ERPIP and that the ERPIP provided authority to partially activate the emergency response organization.

In reviewing the ERPIP the next day, the SEC realized he had made a mistake in that the partial activation was not in compliance with the ERPIP.

The Manager - Nuclear Operations Department and all other SECS are now fully aware that full activation of the emergency organization is required whenever an Alert is declared. To avoid declaring an unnecessary Alert, the loss-of-annunciator EAL has been changed. In addition, all EALs are being reviewed to ensure that the level of emergency response is appropriate for the plant conditions. Based on these corrective actions, we are now in full compliance.
