Gentlemen:
Georgia Power Company's (GPC's) submittal of March 27, 1986 proposed changes to the Plant Hatch Units 1 and 2 Technical Specifications relative to surveillance requirements for reactor protection system (RPS) instrumentation.
This letter provides additional information necessary l
l to obtain NRC approval of the above changes.
1 Proposed Change 2 of the March 27, 1986 submittal requested changes to RPS instrumentation surveillance intervals'and allowed outage times based on General Electric Topical Report NEDC-30851P and corresponding plant specific reports.
This Topical Report provided generic analytical bases supporting an extension of the functional test interval for RPS instrumentation from monthly to quarterly.
At the time of GPC's submittal, the NRC Generic Safety Evaluation Report (SER) approving NEDC-30851P had not yet been issued.
The subject SER was issued on July 15, 1987.
When the SER was issued, it included a requirement that the licensee must address plant specific instrument drift characteristics in order to be granted the test interval extensions.
GPC had not anticipated this requirement and therefore did not address it in the March 27, 1986 submittal.
The requirement, as stated in the NRC's July 15, 1987 SER, is as follows:
Demonstrate by use of current drif t information provided by the equipment vendor or plant-specific
- data, that the drift characteristics for instrumentation used in the RPS channels in the plant are bounded by the assumptions used in NEDC-30851P when the functional test interval is extended from monthly to quarterly, esosopga"8cT3J'

-e GeorgiaPower A U. S. Nuclear Regulatory Commission April 22, 1988 Page two The requirement as stated is difficult to address because NEDC-30851P does not contain quantitative instrument drift assumptions.
Following substantial dialogue between the BWR Owners Group and the NRC-staff with regard to this problem, the NRC has now provided guidance as to how to address the requirement.
Based on verbal guidance provided by the NRC Technical Specifications Branch, GPC hereby provides the following information with respect to the stated NRC requirement:
The additional time interval between tests resulting from the changes l
described in NEOC-30851P, and requested by GPC's letter of March 27, l
1986, will be factored into the instrument setpoint calculations for j
the affected instruments.
If the setpoint calculations so indicate, the setpoints will be conservatively adjusted to accommodate the additional drift associated with the longer test interval.
Please note that the "Trip Setpoints" listed in the Plant Hatch Units 1 and 2 Technical Specifications are limiting setpoints (based on no drif t or constant testing) which are the same as the listed "Allowable Values".
The actual plant setpoints are conservatively adjusted with respect to the Technical Specifications "Trip Setpoints" to accommodate the drift associated with the particular instrument and test interval.
As such, revised results of instrument setpoint calculations required to accommodate the longer test intervals will result in changes to actual plant setpoints, but will not require further Technical Specification changes.
Additionally.
Attachment 5 of GPC's March 27, 1986 submittal contained a typographical error on page 3.1-9 of the proposed Unit I changed Technical Specification pages.
A "greater than" sign was inadvertently deleted from item (k.) of this page.
Please replace page 3.1-9 of the previous submittal with the enclosed page 3.1-9.
