PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PN This preliminary notification constitutes EARLY notice of an event of POSSIBLE safet.y or public interest significance.

The information preser.ted is as initially received without verification or evaluation

WATER LEAK FROM LOW LEVEL SOLIDIFIED RADIOACTIVE SHII' PING 3

CONTAINER DURING SHIPMENT At a rest stop on Interstate 80, between Exits 28 and 29, Williamsport, Pennsylvania, the driver of a truck containing eight, fifty cubic foot containers of low level solidified radioactive waste noticed water dripping from the truck. The leak was described as a "small drip." The shipment was being made by Nuclear Engineering. Company under contract to the Reactor Licensee and originated at Three Mile Island Unit No. 1 on the afternoon of June 13, 1977.

After notification of the problem at 9:10 p.m., NRC Region I dispatched two inspectors to the truck stop at 9:50 p.m.

The licensee and the Common-wealth of Pennsylvania also dispatched personnel.

l The leak occurred at a weld crack on one container. The veld was temporarily patched and the truck was returned to Three Mile Island under escort, arriving at 4:00 a.m., June 14, 1977.

Surveys of the truck by Region I personnel indicated minimal contamination levels.

Four (4) small wet spots at the location of the parked truck were cleaned up.

Residual fixed contamination was 0.15 mrad /hr. Measurements tsken along the truck path in the rest stop area showed no contamination-Media interest is expected because of close attention given by the Press

and the public to incidents involving shipment of radioactive materials.

The Commonwealth of Pennsylvania has been informed.

DOT will be notified.
