  • Fw Note to E. J. Bloch "REAL" SAFETY PROBLEMS AND THE ACRS "UNRESOLVED" IIEMS At Mr. Huntzing's request I have reviewed the December 18 ACRS letter on generic items. Their list of "Group II" items contains some itens that are worth considering for the Chairman's testimony on January 23:
1. Performance of Critical Components in Post-LOCA Environma .:.

Experience with , valves and to a lesser extent other itema (EPCI turbines) shows that this could be a real safety problem.

2. Bypass Paths on BWR Pressure Suppression Containments. I think this is a real problem. Please note my maniorandum of September 20, 1972, copy enclosed.
3. Anticipated Transients W'ithout Scram. This is a problem and it is aggravated becausa ve haven't done anything yet. .

l 4. Mcnitoring for Excessive Vibration or I4ose Parts Inside the l Pressure Vessel. . I disagree with the ACRS that the State-of.

! the-Art results appear promising. I don't think we have any-thing very good and I don't see any. promise of anything very

. good. Wo. continue regularly to find foreign objects and loose pieces of reactor when we open up vessels for refueling.

5. Common Mode Failures o'f Redundant Devices. This is a very large subject and is beginning to receive some small fraction of 'the attention it deserves. The proposed long-term solution to ATWS is an expensive and cumbersome one, made necessary by our lack of knowledge and fine,ase in dealing with this question.
6. ECCS. Contrary to Shaw, I think this is a real safety problem, though greatly exaggerated by CNI. *

' 7. Behavior of Reactor Fuel Under Abnormal Conditions. The diffi-culty here is our almost total ignorance because the necessary research programs are still being thought about in PDF's future.

I think the other ACRS items are pretty trivial compared to the above, although they are worthy of attention and solut, ion. .

3 ENCLOSURE B In a memo dated August 18, 1977, Dr. Hanauer commented on an "incident" that occurred in the Zion plant near Chicago.

He concluded that the Westinghouse design was "unsafe" and that "the acceptability of all systems, Westinghouse and non-Westinghouse, old and new, needs to be reviewed in the l'ight of the Zion event and any unacceptable interations remo'ved."

After this memo was disclosed to the public by UCS,* Dr.

Hanauer demurred, saying that,the subject has been one of controversy for a long time and that the staff's plans on the Category A unresolved safety problems were "appropriate as to scope and timing." In November 1977, the NRC staff estimated that the Task Action Plan for this generic problem would be completed by December 30, 1978. In August 1978, the NRC changed its estimated completion date to May 1, 1980. The current status is unknown.
