Dear Mr. Anthony:
This will confirm our telephone conversation yesterday concerning your request for a hearing on the recently noticed license amendment for Unit 1.
I informed you that the Office of the General Counsel has reviewed your filing and found that it did not conform to the requirements for pleadings found in NRC's regulations. Specifically, your pleading does not comply with the following: 1) the formal requirements for documents found in 10 CFR 2.708, 2) the requirements for a certificate of service found in 10 CFR 2.712, and 3) the requirements for the contents of a petition to intervene found in 10 CFR 2.714.
I also informed you that as a consequence of this determination by the General Counsel, your petition will not be docketed.
I have enclosed the document for your reference. I understand from our conversation that you intend to file a conforming petition at a later date. When that petition is received, it will be docketed and referred to the Atomic Safety and Licensing Board Panel for consideration.
