Enclosed is a request from Edlow International Company to amend export license XUO8659 to change the ultimate consignee from EUR0DIF to Cogema in France. All other conditions remain unchanged.
Before taking action on this request, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the proposed amendment meets the applic-able criteria in the Atomic Energy Act of 1954 as amended by the Nuclear Nonproliferation Act of 1978.
