UNIVERSITY OF MISSOURI - ROLLA REACTOR OPERATOR REQUALIFICATION PROGRAM The staff of the U.S. Nuclear Regulatory Commission (NRC) has reviewed the revised Operator Requalification Program for the University of Missouri -

Rolla Reactor submitted on March 10, 1988. The program was reviewed against the criteria in 10 CFR Part 55 as well as ANSI /ANS-15.4, "Selection and Training of Personnel for Research Reactors." Use of the latter document is supported by Generic Letter No.83-12A from D. Eisenhut on July 11, 1983.

Based on its review, the staff concludes that the program does not fully satisfy the requirements and guidelines of the above-mentioned documents.

Accordingly, we request that ycu revise the program to include the additional information identified in the enclosed Request for Additional Information within 30 days of the date of this letter. Following receipt of your revisions, the staff will continue its review. If you have any questions, please contact me at 301-492-1121.

Please note that Appendix A of 10 CFR 55 has been superseded by part 55.59 of the revised 10 CFR 55 as transmitted by Generic Letter No. 87-07 dated March 19, 1987.

The reporting and/or recordkeeping requirements contained in this letter affect fewer than ten respondents; therefore, OMB clearance is not required under P.L.96-511.

s' REQUEST FOR ADDITIONAL INFORMATION UNIVERSITY OF HISSOURI - ROLLA DOCKET NO. 50-123 Your program has been reviewed and although it meets the criteria contained in ANSI /ANS 15.4, "Selection and Training of Personnel for Research Reactors,"

the program description needs to be clarified with respect to the criteria in 10 CFR 55.59. The on-the-job training portion of the program description does not state that it includes the control manipulations required by paragraph (c)(3)(1). The licensee must state which of the items required in that section are applicable to the University of Missouri facility and include them in the on-the-job training portion of the program.
