NRC STAFF'S RESPONSE TO PETITIONS FILED BY TMc CITY OF HAVERHILL AND THE TOWN OF MERRIMAC, MASSACHUSETTS, On March 30, 1988, petitions for leave to participate as interested municipalities, pursuant to 10 C.F.R. 6 2.715(c), were filed by the City of Haverhill, MA, and the Town of Merrimac, MA.

Each petition indicated that participatk,n was sought only as to portions of the proceeding concerning the Seabrook Plan for Massachusetts Communities ("SPMC"), as to which litigation is about to commence.

The NRC Staff does not oppose participation by these municipalities in the proceeding, limited to the SPMC litigation.
