' PERFORMANCE PERIOD: August 14,1998 - October 23,1998 BACKGROUND On August 14,1996, a confirmatory order was issued requiring completion of an independent Corrective Action Venfication Program (ICAVP) before restart of any Millstone unit. The order directs the licensee to obtain the services of en organization, independent of the licensee and its design contractors, to conduct a multi-disciplinary review of Millstone Unit 2. The review is to provide independent verification that the licensee's Configuration Management Plan h:s identified and resolved existing problems, documented and used licensing and design bases, and established programs, processes and procedures for effective configuration management in the future.

' The NRC's ICAVP oversight staff will perform a number of tasks to ensure that the licensee's configuration management corrective action programs, and the ICAVP, have been effectively implemented. These tasks include the (1) review and approval of the contractor, and individual contractor specialists, selected by the licensee to perform the ICAVP; (2) review cnd approval of the contractor's audit plan for performing the ICAVP; (3) independently assessing the licensee's implementation of its configuration management corrective action programs; (4) assessing the performance of the ICAVP contractor's implementation of the ICAVP; (5) monitoring the contractor interactions with the licensee as specified in the approved communication protocol to ensure continued independence from the licensee; and (6) evaluating the adequacy of the licensee's corrective actions, and their implementation, including corrective actions developed in response to the ICAVP contractor's findings and recommendations, and the findings from the NRC's ICAVP oversight. Each of these tasks will require engineering support to varying degrees.

The objective of this Task Order is to obtain expert technical assistance from four specialists (one mechanical design engineer, one instrumentation and controls (l&C) design engineer, one electrical design engineer, and one piping design engineer) in the performance of inspections to provide oversight of the ICAVP contractor (Parsons Power Group Inc.)

The specialists should primarily have a design background, such as from an crchitect-engineer firm, but should also be familiar with installation and testing and site engineering organization. The speci; lists should be thoroughly familiar with NRC regulations and inspection methodology.

It shall be the responsibility of the contractor to assign technical staff, employees, and subcontractors, who have the required combination of educational background and experience to meet both the technical and regulatory objectives of the work specified in this Statement Of Work (SOW). The NRC will rely on representation made by the contractor concerning the qualifications of the personnel proposed for assignment to this task order including assurance that all

. information contained in the technical and cost proposals, including resumes and conflict of interest disclosures, is accurate and truthful.

WORK REQUIREMENTS AND SCHEDULE The contractor shall provide the qualified specialists, and the necessary facilities, materials, and services to assist the NRC staff in preparing for, conducting, and documenting the inspection activities and findings. The Technical Monitor for this task is John Nakoski. The Technical Monitor may issue technical instructions from time to time during the

durttion of this task order. Technical instructions must be within the general statement of work stated in this task order cnd shill not constitute new assignments of work or changes of such nature as to justify an adjustment in cost or period of performance. The contractor shall refer to the basic contract for further information and guidance on any technical dir:ctions issued under this task order.

Prior to the start of on-site preparation, the contractors staff is required to be available to coordinate inspection aspects, such cs travel logistics, with the Team Leader.

REPORT REQUIREMENTS Technical Recort l' At the completion of Task 1, the contractors specialist shall provide an inspection plan to the NRC Team Leader. The form:t cnd scope of this input shall be as directed by the NRC Team Leader.

During Tasks 2,3,4, and 5, the contractors specialist shall provide daily reports to the NRC Team Leader. The format and scope of this report shall be as directed by the NRC Team Leader.

l At the completion of Tasks 4 and 5 (prior to the inspection team's debriefing the licensee and the ICAVP contractor), the contractors specialists shall provide a summary of their inspection findings to the NRC Team Leader. The format and

' scope shall be as directed by the NRC Team Leader. Typically, this input will consist of a handwritten summary of the specialist's inspection findings.

At the completion of Task 6, the contractor shall deliver the final inspection report input (feeder report) to the NRC Project Officer (original and one copy) with one hard copy and one computer diskette version (Wordperfect 5.1/6.1 or other IBM PC compatible software acceptable to the NRC Team Leader) to the NRC Team Leader. The format and scope of the finil rzport inputs shall be as directed by the NRC Team Leader.

A specialist's feeder report will serve as documentation of the specialist's inspection activities, effort, and findings, and will be used by the NRC Team Leader for the preparation of the NRC's inspection report. The form and scope of the fin:I r: port input shall be as directed by the NRC Team Leader. As a minimum, each specialist's report input shall include the following:

o identity of the individuals (name, company, and title) that provided information to the specialist during the inspection, o For cach area inspected, a description of the activities and general findings and conclusions reached regarding the cd;quacy of the area.

o For cach area with a concern or findings, a discussion of the concerns or findings with technical bases.

NOTE: The contractor is not required to undertake any further efforts toward report finalization. For example, minrgement review of the feeder report beyond its submittal to the NRC Team Leader and Project Manager is not needed.

Business Letter Reoort The contractor shall provide monthly progress reports in accordance with the requirements of the basic contract.

MEETINGS AND TRAVEL f

For cstimating purposes, the following meetings and travel are anticipated; j
