In accordance with 10 CFR 503 (b)(1), enclosed is one (1) original, and in addition ten (10) conformed copies of Technical Specification Change Request No. 184.

Also, enclosed is one signed copy of the Certification of Service for this request to the chief executives oi' the township and county in which the l facility is located, as well as the Bureau of Radiation Protection.

The proposed armndment consists of revisions to those sections of the Technical Specifications and to the Facility Operating License to allow an increase in the rated power for TMI-1 from 2535 MWt to 2568 MWt. Review of the FSAR accident analyses and evaluation of core performance at a rated power of 2568 MWt is provided in the TMI-l Cycle 7 Reload Report (BAW-2015, March 1988), submitted previously via GPUN letter C311-88-2033. The Reload Report also supports Cycle 7 Technical Soecification operational limits for operation at a rated power of 2568 MWt. Additional supporting evaluations are provided hereir,.

The reference design power level for TMI-1 is 2568 MWt, and most of the FSAR Chapter 14 accident analyses reviewed by HRC during the original licensing of THI-l were performed at a power level of 2568 MWt.

Pursuant to 10 CFR 50.91 (a)(1), we enclose our analyses, using the standards in 10 CFR 50.92 of significant hazards considerations.
