Millstone Nuclear Power Station, Unit No. 2 Relief Valve and Safety Valve Testina (Tac No. 44594)

In a letter dated September 30, 1986(I) the NRC Staff requested that Northeast Nuclear Energy Company (NNECO) provide additional information regarding NUREG-0737, Item II.D.1, the testing of pressurizer power operated relief valves (gd safety valves at Hillstone Unit No. 2.

By letter dated June 30, 1987 NNEC0 responded to all but three questions fromgeference (1), Questions 9, 10 and 12.

By letter dated August 19, 1987 NHEC0 provided to the NRC Staff the responses to these three questions and also provided additional information in response to Question 2.

NNECO also committed to submit the results of testing of the P0RV block valve operators completed during the re:ent refueling outage within two (2) months after start-up.

In a letter dated March 1, 1988(4), the NRC Staff issued a Safety Evaluation on the acceptability of NNEC0's fulfillment of the requirert.ents of TMI Action (1)

The Staff indicated that the conclusions were predicated upon successful completion of the block valve test program.

In accordance with that commitment of Reference (3) and to close out the TMI Action Iten issue, NNEC0 submits the following information on the PORV block valves:

o Hillstone Unit No. 2 has tested the PORV block valve operators as requested in Reference (1).

The PORV block valve operators were tested using the M0 VATS test equipment.

The valves were tested and set for a differential pressure of 3643 psi for closing the valves and 4838 psi for opening the valves.

These differential pressures are well above the differential presseres the PORV block valves would experience.

o PORV block valve RC-403 has been set at 7020 pounds thrust (74.22 foot-pounds) in the close direction and 3560 pounds thrust (37.64 foot-pounds) in the open direction.

PORY block valve RC-405 has been set at 7237 pounds thrust (76.5 foot-pounds) in the close direction and 4360 pounds thrust (46.1 foot-pounds) in the open direction, o

The maximum thrust / torque of the PORV block valve operators is 7300 pounds thrust (77.38 foot-pounds).

lherefore, the settings for the operators are below the maximum allowable thrust / torque at torque switch trip.
