Dear Mr. Davis:

This letter is in response to the inspection conducted by Messrs. A. G. Januska and R. Bocanegre on May 24-26, 31 through June 2, 1988 of activities at Braidwood Station.

Reference (a) indicated that certain activities appeared to be in violation of NRC requirements.

The Commonwealth Edison Company response to the Notice of Violation is provided in the enclosure.

w COMMONWEALTH EDISON COMPANY RESE0_NSE TO IHSPECTION REP _QRT 456/88017 AND 457/S3_011 Y10LATION Appendix B, Criterion XII of 10 CFR Part 50, as implemented by Commonwealth Edison Quality Assurance Manual Quality Requirement QR 12.2 requires that equipment be adjusted. and calibrated against certified standards.

Contrary to the above requirements, four germanium detectors, used to demonstrate compliance with the Braidwood Technical Specifications were improperly calibrated using non-certified radioactive sources on five different occasions.

The calibrations were performed in February, May, June, and September 1987 and in January 1988 using a National Bureau of Standards traceable standard radionuclide having an expiration date of January 1987.

RESPONSE

Commonwealth Edison acknowledges the four germanium detectors were improperly calibrated using non-certified radioactive cources.

However, routine measurements made with the detectors were not shown to be inaccurate during the NRC confirmatory measurement inspection.

1 CORRECTIVE ACTION TAKEN AND RESULTS ACHIEVED:

The germanium detectors were recalibrated by July 13, 1988, using new certified standards with an expiration date of April 1, 1989.

Detector adjustments were not necessary for this recalibration.

CORRECTIVE ACTION TAKEN TO AVOID FURTHER VIOLATION' i

Procedure BwCP 523-18, entitled "Empirical Fit Calibration for Germanium Detectors", is being developed and will include a prohibition on the use of expired sources for calibration purposes.

A General Surveillance Program surveillance will be scheduled on an annual basis to direct the timely replacement of expiring sources.

4 Full compliance is expected to be achieved by September 30, 1988.
