Company informed the USNRC of a reportable condition pursuant to the requirements of 10 CFR 50.55(e') with regard to.certain assumptions em-ployed by Westinghouse in the dropped rod accident safety analysis for Vogtle and other plants.

The concern derived primarily from the potential for an unanalyzed power overshoot while in automatic rod control following selected dropped rod events without immediate reactor trip leading to calculated departure from nuclear boiling (DNB) ratios lower than those used in the analysis.

i In the referenced letter, Georgia Power Company committed to review a topical report to be prepared by Westinghouse and to take appropriate corrective action for the Vogtle Electric Generating Plant.

In response to a request on December 31, 1985 by your staff.the following additional information relative to those commitments is submitted:

The topical reports detailing the current Westinghouse method-ology for the analysis of the dropped rod event are WCAP-10297A (proprietary) and WCAP-10298A (nonproprietary), " Dropped Rod Methodology for Negative Flux Rate Trip Plants".

The method-ology described in the topical reports was reviewed and approved by the USNRC in June 1983.

Section 15.4.3 of the Vogtle Electric Generating Plant (VEGP) Units 1 and 2 Final Safety Analysis Report (FSAR) incorporates the methodology of the topical reports, which are listed as - references at the end oi :he section.

Therefore, the issues related to the dropped.

rod analysis have bee.n resolved for Vogtle.

The VEGP Unit 1 Technical Specifications have been written to be consistent with the Westinghouse topical reports and the FSAR.

Gentlemen:

On November 15, 1979 and again on November 28, 1979 Westinghouse Electric Corporation submitted letters to the NRC Office of Inspection and Enforce-ment and Division of Operating Reactors.

The letters concerned a report-able 10CFR50.59 for operating plants and a reportable 10CFR50.55e for plants under construction.

Georgia Power Company has evaluated the rod drop analysis and has concluded that this constitutes a reportable deficiency. A 10CFR21 evaluation has also been conducted and no substantial safety hazard exists.

In letter NS-TMA-2167 Westinghouse advised that a review is being made of analytic and hardware solutions. Recommendations are to be made as part of a topical report to be submitted to the NRC in mid-1980.

Georgia Power Company will review the topical report and take appropriate corrective action for the Vogtle Nuclear Plant-Units 1 and 2.
