Dear Mr. Hind:

During your inspection of October 10 - 11,1985 (detailed in Inspection Report No. 50-346/85034 (DRSS) dated October 25,1985 (Log No. 1-1266)),

Toledo Edison indicated that the annual emergency preparedness requalific-ation training may necessitate delay and that an exemption would be prepared for this proposed delay pending revision of the Emergency Plan and Implementing Procedures. Since that time, Toledo Edison has reviewed the supplemental Emergency Plan training which has been provided to Licensed Operators during 1985 and has determined that the supplemental training is acceptable for meeting the annual emergency preparedness requalification training requirements. Therefore, an exemption for the requalification training is not required. This determination has been discussed with your Mr. Thomas Ploski and, per his request, the supple-mental Emergency Plan training which Toledo Edison has found acceptable for meeting the annual requalification requirements is detailed in Attachment I for your information.

Toledo Edison has scheduled the next emergency preparedness requalification training for Licensed Operators for July-August, 1986. This schedule is consistent with the training requirements of the Emergency Plan and provides an additional two-fold benefit. First, this schedule will ensure that the extensive maintenance and testing activities now in progress at Davis-Besse to support restart are afforded the attention and expertise of Station Operating personnel at all times. Second, the schedule will allow the planned revision of the Emergency Plan.and Implementing Procedures to be approved and in place prior to the 1986 training.

It should also be noted that the training schedule supports schedules for the Annual Emergency Exercise Dress Rehearsal (scheduled for August 27, 1986) and the Annual Emergency Exercise (scheduled for September 23, 1986).
