License Amendment Application to Clarify and Update the Surveillance Requittments for HEPA Filter and Charcoal Adsorber Units on ESF Atmosphere Cleanup Systems (TAC No. 67392).
Gentlemen:
Enclosed is an application for an Amendment to the Davis-Besse Nuclear Power Station, Unit No. 1 Operating License No. NPF-3, Appendix A, Technical Specifications.
This application requests that the Technical Specifications be revised to reflect the changes attached. The proposed changes involve Section 4.6.4.4, 1
Hydrogen Purge System; Section 4.6.5.1, Emergency Ventilation Systom; and Section 4.7.6.1, Control Room Emergency Ventilation System.
These changes to the Technical Specifications Surveillance Requirements vill clarify the testing requirements and update the regulatory and industry guidance references foi digh Efficiency Particulate Air (HEPA) filters and charcoal adsorber units in Engineered Safety Feature (ESP) cleanup systems. These proposed changee are consistent with the Nuclear Regulatory Commissiorc's Generic Letter No. 83-13, Clarification Of Surveillance Requirements for HEPA filters and Charcoal Adsorber Units in the Standard Technical Specifications on ESF Cleanup Systems.
