Effective June 1, 1988 the Toledo Edison Company will require that personnel requesting Unescorted Access to the Davis-Besse Nuclear Power Station be screened in accordance with Revision 8 of AD 1808.16, Unescorted Access Requirements. An "Information Only" copy of this procedure is attached for your reviev.
Please note that the screening program vill change significantly in that Toledo Edison vill essentially parallel the requirements of Revision 8A of the NUMARC "Industry Guidelines for Nuclear Power Plant Access Authorization Program."
Please revies the attached procedure carefully. These requirements are applicable for unescorted access to Davis-Besse beginning on June h 1988. In addition, the attached procedure applies to individuals who currently pocaess unescorted access, as it delineates how these individuals maintain their unescorted access.
Please note you have three options for fulfilling the screening requirements:
(1) Your company may adopt Toledo Edison Company's personnel screening program, AD 1808.16, Rev. 8, and all employees requesting unescorted access will have met these requirements.
(2) You may choose to submit your Company's own screening procedure for approval by Access Control.
Until your procedure is approved, all screening submitted as of June 1, 1988 shall be in compliance with AD 1808.16, Rev. 8.
(3) Your company may elect to have the Toledo Edison Company perform the screening as per Revision 8 of AD 1808.16 To ensure an effective transition to these new screening requirements, it vould be extremely beneficial for you to designate a company representative (s) to be responsible for coordinating these screening requirements.
