SUBJECT:

RESOLUTION OF TVA ISSUES YoJr memorandum of January 24, 1986 requested the staff's position on what T< i must do to ensure an objective identification, evaluation and resolution o, issues identified in the Employees Concern Program.

You asked to receive by c.o.b. Tuesday, January 28, 1986, either that position or an indication that the staff has no position.

To date, the staff has focused its review on the progranmatic review of the TVA Employee Concerns Program. While the staff has not finalized its position, we have conducted three major inspections of the current TVA program with the last one ending Friday, January 24, 1986.

In general, the staff believes that the current program, if properly implemented, should provide reasonable assurance of objective identification, evaluation, and resolution of issues.

However, there are a number of specific issues that are being pursued concern-ing programmatic changes and implementation changes. The staff will be prepared to discuss this matter in more detail at the next Commission briefing.

The staff has not finalized its position at this time. Rearrangement of staff activities so as to have this position by c.o.b. Tuesday would be disruptive to other pressing related matters and would not be in the best interest of the overall resolution. Rather, the staff will be prepared,tediscuss this matter at the next Commission briefing.
