Dear Congressman Panetta:

This is in response to a letter written by Ms. Karen Norris of your staff to the Nuclear Regulatory Comission (NRC) on June 27, 1988, requesting information about regulatory responsibility in general and about the current status of the Rancho Seco_ Nuclear Generating Station.

Based on a followup telephone dis-cussion wTrr. Ms. Norris on July 6,1938, we understand that the inquiry was initiated by one of your constituents following a spill of radioactive water in the Rancho Seco reactor building on March 15, 1988.

The NRC has overall regulatory respansibility for all matters involving nuclear safety at comercial nuclear staticns. Other organizations, the Environmental Protection Agency, the Federal Emergency Management Agency, the Occupational Safety and Health Administration, as well as certain State organizations also exercise varying degrees of regulatory influence in matters related to their specific areas of responsibility.

The NRC regulatory activities have the most impact on the day-to-day operations at nuclear plants. The NRC assigns resident inspectors to all comercial nuclear power stations to monitor daily activities.

Three resident inspectors are assigned full time to Rancho Seco. They receive support from the NRC Region V office in Walnut Creek, California, and from NRC Headquarters in Rockville, Maryland.

Rancho Seco is currently progressing through a power ascen'sion program following a two-year, NRC-mandated shutdown. The plant restarted on March 30, 1988 and is scheduled to reach full power operation in November 1986. The shutdown was ordered by the PRC following a period of marginal performance at Rancho Seco that led the NRC to question whether cor.tinued operations could be conducted safely. Extensive upgrades were completed during the two-year shutdown, and in March 1988, the NRC p.mitted Rancho Seco to restart. The NRC is monitoring the restart, which has progressed without significant problems.

The radioactive water spill that was of concern to your constituent involved approximately 650 gallons of reactor coolant water that was released into the reactor building when a relief valve opened. The reactor building is a watertight and airtight structure that houses most of the radioactive plant systems. Liquid and gaseous releases from these systems occasionally occur; however, the reactor building is designed to contain and collect the releases.

The collected releases are processed for reuse or for disposal as radioactive waste. The staff did not consider this event significant.

On the basis of our communications with Ms. Norris, we feel this information will be sufficient to respond to the concerns expressed by your constituent.
