Gentlemen:

Public Scrvice Company of Colorado (PSC) has been working with the State of Colorado to enhance our emergency rumor control system as currently defined in the Fort St.

Vrain Radiological Emergency Response Plan (RERP).

Both parties have agreed to allow PSC's Customer Service Department to serve as a parallel back-up to the Colorado Department of Health (COH) who provides the primary rumor control function.

PSC's customer service inquiry system has the capability of one hundred incoming lines (10 trunks, with 10 lines per trunk) which could be dedicated to rumor control activities.

The number of "on-duty" customer service representatives varies throughout a

l 24-hour period.

The number of regular on-duty personnel are listed below.

minimum of 12 representatives During a corporate emergency, Customer Service Representatives can be called out to a maximum of 120 personnel.

PSC will be producing a video tape to be utilized by both CDH and PSC for training rumor control personnel. This video will address the basics of Fort St. Vrain emergency response as outlined in the annual public information brochure.

It is intended to complete production of the video tape by late June,

1988, and provide training to applicable CDH and PSC personnel by July 31, 1988.

The populous within the 5-mile Emergency Planning Zone (EPZ) will be provided new stickers for their tone alert radios in May of this year which will indicate the two public inquiry (rumor control) phone numbers available during an emergency, one being the existing CDH and the new one being PSC's customer service number.

The annual informational pamphlets will be updated with the new phone numbers for distribution in the mailing scheduled for December of this year.
