Dear Dr. Levesque:

It was a pleasure to meet with you here in Washington and at the Nuclear Energy Agency's Meeting of Top Level Regulators.

These meetings afforded an excellent opportunity to exchange mutual views on nuclear safety regulation, which is a matter of considerable international concern. I believe that all countries, including the U.S. and Canada, can benefit through the exchange of regulatory philosophy and nuclear plant operating experience.

The suggestion outlined in your letter of May 26, 1988, for our two organizations to exchange personnel stationed at reactor sites is a worthwhile consideration for implementing greater levels of cooperation between the U.S. and Canada. Accordingly, I have asked my staff to consider the feasibility of this idea and any other alternative courses of action that would be mutually beneficial to our two national nuclear programs.

Mr. Harold Denton, Director of our Governmental and Public Af' airs Office, will be in contact with you, or your designated representative, in the near future to further discuss this initiative.

To provide a formal framework for continuing cooperative efforts between our two countries concerning nuclear safety, I have also asked the staff to prepare a text for a bilateral exchange Agreement between the U.S. Nuclear Regulatory l Commission and the Atomic Einergy Control Board of Canada, as l discussed in our recent meeting. l I continue to wish you every success and look forward to future contacts with you and the Atomic Energy Control Board.
