Please find enclosed Volumes 1 and 2 of our report, entitled "Maine Yankee 3
RPS Setpoint Methodology Using Statistical Combination of Uncertainties",
subr>itted for your review and approval.
This report describes an alternative vethod of statistically combining the uncertainties applicable to the determination of operating ilmits for the protection of the fuel from experiencing centerline melting (Volume 1) and Departure from Nucleate Boiling (DNB) (Volume 2).
Implementation of this widely accepted methodology to quantify uncertainties is expected to result in more realistic operating limits.
The enclosed two volume report is considered proprietary by Maine Yankee Atomic Fower Company and Yankee Atomic Electric Company. Haine Yankee Atomic Power Company hereby requests, pursuant to 10 CFR 2.790, that this information be withheld from public disclosure. An affidavit attesting to the proprietary nature of the enclosures is attached.
He plan to utilize this raethodology for the determination of certain RPS setpoints and Limiting Conditions for Operation (LCOs) for the Cycle 11 Core Performance Analysis Report (CPAR). He would be pleased to meet with the NRC staff reviewers at the earliest opportunity to facilitate review of this methodology for Maine Yankee.

I am submitting this affidavit in conformance with the provisions of 10 CFR 2.790 of the Commission's regulations for withholding this infornation.
The information for which proprietary treatment is sought is contained in the enclosures to Maine Yankee Atomte Power Company's letter to the U.S.
