SUBJECT:
COMANCHE PEAK STEAM ELECTRIC STATION (CPSES)
DOCKET NOS. 50-445 AND 50-446 CABLE TRAY SEPARATION CRITERIA SDAR: CP-87-102 (FINAL REPORT)
Gentlemen:
On September 11, 1987, we verbally notified your Mr. H. S. Phillips of a deficiency involving a potential conflict between cable tray installations and the design requirements for cable tray separation. Our latest report was logged TXX-88090, dated March 3, 1988.
Specifically, the minimum separation design criteria for horizontal cable tray was utilized in some instances by Quality Control for acceptance criteria in the inspection of vertical open ladder trays and conduit. After further evaluation, we have determined that this issue is not reportable pursuant to 10CFR50.55(e).
This deficiency has been documented on nonconformance reports and has been evaluated in accordance with Corrective Actior Request (CAR) CAR-103.
In order to assess the ' safety significance of this issue, we have compared the most limiting separation that may have resulted from this deficiency with test data generated by our engineering contractor for typical se)aration distances i
at another nuclear facility. This review has established t1e basis to conclude that vertical trays installed to the minimum separation specified for horizontal tray would not have been adverse to the operability of associated cables / systems. As a consequence we have concluded this issue is not reportable under the provisions of 10CFR50.55(e).
