AT FOLSOM, NEW JERSEY, AND WEST JERSEY MANUFACTURING COMPANY (WJM) AT WILLIAMSTOWN, NEW JERSEY This letter provides a response to the subject bulletin for SQN unit 1 as requested by h1C's July 14, 1988 letter to S. A. White.
TVA has developed and is implementing a prcgram plan to address bulletin 38-05 for SQN unit 1.
The program plan, plus a status of actions for SQN unit 1, is included in enclosure 1.
TVA will provide further information on September 8, 1988, in accordance with the 120-day reporting requirements of bulletin 88-05.
TLe commitment made in the submittal is stated in enclosure 2.

ENCLOSURE l NRC BULLETIN 88-05 PROGRAM PLAN AND STATUS OF ACTIONS FOR SEQUOYAH NUCLEAR. PLANT UNIT l PROGRAM PLAN
' Determine the scope of tne WJM and PSI manufacturing effort by contacting WJM, PSI, intermediate suppliers, and other utilities and by participation in the Nuclear Management and Resource Council (NUMARC) effort.
' Determine the scope and quality of the WJM and PSI Quality Assurance (QA) programs by researching existing industry audit records.
- Determine the suppliers that may have furnished WJM or PSI material to TVA by researching TVA's Purchasing files, contacting intermediate suppliers, and utilizing information from the NUMARC effort.
' Search TVA warehouses for any WJM or PSI material that may be in stock; place all such material in a hold area.
'Upon discovery of installed material in safety-related systems, commence appropriate testing of accessible material and analysis of inaccessible material and provide justifications for continued plant operation as appropriate and within the guidelines of NRC Bulletin 88-05, Supplement 1.
STATUS OF ACTIONS
'TVA has transmitted letters to 22 intermediate suppliers requesting information on WJM or PSI material supplied to TVA.
Dubose Steel, Inc.,
and National Valve Company are the only intermediate ruppliers identified to date that have supplied any WJM or PSI material to SQN.
Specific information necessary to locate that material at SQN is being obtained from those suppliers and by researching TVA material records.
'A plan has been developed to systematically locate installed WJM and PSI materials, and test instructions are being written to test suspect material.
'A search of TVA purchasing records has revealed that no direct TVA contracts existed with WJM or PSI.
- TVA has determined that the WJM and PSI QA programs were not properly administered and, therefore, could not be depended upon to provide information useful to TVA in its search for suspect material.
'Through the use of Nuclear Network, TVA is maintaining contact with other utilities in their efforts to locate, test, and qualify suspect material.
'TVA is participating in the NUMARC effort to bound the issue, develop a data base from results of industry test data, and establish methods to qualify in-place material.
