i Criteria for Determining Justification for Continued Operation k' hen Encountering "As.%ilt" Discrepancies k'hich Cause Significant Increases in Seismic Stresses The purpose of this letter is to provide information requested by Mr Dominic Dilanni, NRC Senior Project Manager, during a meeting on June 13, 1988 at the Prairie Island Nuclear Generating Plant related to criteria used in evaluating short-term piping system acceptability when discrepancies are found between the design of a system and its "as-built" configuration.

Draft criteria used as guidance in evaluations to justify continued operation of the affected unit were provided to NRC Region III on June 8, 1988.

The followinb information is submitted to clarify the use of the draft criteria:

1. The criteria will be used when necessary in evaluations to determine if contir.aed plant operation is justified until unit operating conditions permit modifications to be made.
2. The criteria will be used on a case-by-case basis during the continuing review and analysis process for compliance with IE i

Bulletin 79-14 acceptance criteria that have been agreed to and followed by the NRC Region III technical reviewers.

3. System operability is taken into consideration when evaluating justification for continued operation.
4. The proposed hanger / support criteria meet the base plate criteria established for lE Bulletin 79 02.

This criteria has been reviewed by the Region III technical reviewer.
