Dear Dr. Bixby:
Thank you for giving us the opportunity to comment on the revised West Valley Demonstration Project Plan (D0E/NE/44139-15).
In general, the Plan conforms to our previous understanding of how the West Valley Demonstration Project is to proceed. The only comment we have concerns the relationship between the Postsolidification becontamination and Deconnissioning Plan referred to on page 7 and the Environmental Impact Statement referred to on pages 6 and 7.
The Project Plan implies that the Environmental Impact Statement will he used to decide if and how low-level waste generated by the Project should be disposed of on the West Valley site.
We believe that this decision should take into consideration the disposition of other radiologically contaminated portions of the site, such as the two old burial grounds, the settling ponds, and the decommissioned reprocessing facilities. A site-wide assessment that combines the considerations of the Postsolidification Decontamination and Decommissioning Plan and the low-level waste disposal Environmental Impact Statement may be appropriate.
Such a site-wide atsessment would require the coordination and participation of New York State in its preparation. We look forward to discussing this issue with you and your staff.
