DOCKET NOS. 50-445 AND 50-446 SUBMITTAL OF TOPICAL REPORT:

CONTROL OF HAZARD BARRIERS REF: 1) NRC Letter from John N. Hannon to C. Lance Terry dated May 28,1998

2) TU Electric Letter, logged TXX-98029, from C. L. Terry to the NRC dated February 13,1998 Gentlemen:

On February 13,1998, TU Electric requested, via reference 2, that the NRR review and concur with a position on allowed out-of-service time for non-technical specification equipment, important to safety. On May 28,1998, the NRC retumed the request, via reference 1, and suggested that the appropriate approach to resolve the issue was for TU Electric to pursue a generic approach such as a topical report that would provide the basis for the acceptability of removing barriers from service. Such an approach had been discussed at a meeting on April 10,1997, between the NRC staff and several licensees including TU Electric, Southem California Edison, and Pacific Gas & Electric.

TU Electric hereby submits the enclosed Topical Report, " CONTROL OF HAZARD BARRIERS."

On behalf of the Southem Califomia Edison Co., Nebraska Public Power District and TU Electric, it is requested that the NRC review and approve this topical report for use by these hN licensees at their respective nuclear stations (San Onofre Nuclear Generation Station, Cooper Nuclear Station and Comanche Peak Steam Electric Station). Additional licensees may choose to either provide their support to this topical or request approval for use at their station as well.

The control of hazard barriers is a matter which has both safety and resource impacts. As such, it is requested that an appropriate priority be assigned and the topical be reviewed on the most expeditious schedule possible. The licensees noted above have already devoted significant resources to this project and are anxious to see continued progress, it is suggested that a meeting be arranged in the near term to discuss various matters including schedule and billing for review costs.
