Gentlemen:
By letter dated March 27,1997 (Reference 1), Nebraska Public Power District (NPPD) submitted a license amendment request for the conversion of the Cooper Nuclear Station (CNS) Current Technical Specifications to the Improved Technical Specifications (ITS), as contained in Revision 1 of NUREG-1433," Standard Technical Specifications General Electric Plants, BWR/4"(' Reference 1). The original license amendment request was supplemented by Revisions A and B (References 2 and 3 respectively).
This correspondence submits the final version of the ITS and Bases for CNS, All changes made in Revisions A and B are incorporated. Per discussions with the staff, the ITS pages are 3,
annotated " Amendment No.178" and the Bases pages are annotated " Revision 0." All required r, h safety-related calculations that support allowable values in ITS are complete.

In addition, amplifying information regarding ITS 3.8.3 was recently requested by the staff. ITS l
SR 3.8.3.1 requi es verifying that the fuel oil storage tanks contain a combined volume of l:
' a 49,500 gallons. This value was determined by use of the ANSI N195-1976 conservative l'
_ method of assuring the diesel generator operates continuously at rated capacity.
