As you know, in late April, I had the honor to represent the United States in signing a Meniorandum of Cooparation on Civilian Nuclear Reactor Safety with Dr. Alexander Protsenko, Chairman of the USSR State Committee for the Ut!Tization of Atomic Energy.
This is a significant step in establishing a framework for cooperation between our countries in this important area, possibly leading to improvements in Soviet nuclear safety practices.
I am now planning to lead a U.S.
Government delegation to visit the USSR in mid-August to discuss nuclear safety issues with Soviet of ficials, and visit several of their nuclear f acilities, while also participating in the first meeting of the Joint Coordinating Committee established by the Memorandum of Cooperation.
I understand that in late January, a National Academy of Sciences panel visited the USSR for discussions on nuclear safety, including visits to the Kurchatov Institute of Atomic Energy, discussions with the Soviet Academy of Sciences, and a visit to a Soviet nuclear power station.
It would be most helpful to me personally and as the U.S. representative to the Joint Coordinating Committee if the panel's report on their visit could be made available for our delegation to use in planning for my August visit to ensure that we are as prepared as possible for our interactions with the Soviets in this area.
I sincerely appreciate your cooperation.
For our part we will continue to keep the Academy informed of our safety activities with the USSR.
