S. D. Richardson's letter to S. A. White dated February 22, 1988 This letter provides TVA's response to the subject inspection report transmitted by the referenced letter.

The subject inspection report documents NRC's IDI follow-up. inspection held in Knoxville, Tennessee, November 2-19, 1987. This inspection report does not consider information from TVA's December 29, 1987 IDI response; NRC's follow-up inspections of February 1-5 and February 15-19, 1988; or TVA's supplemental IDI responses of February 29 and March 2, 1988. Based on discussions with Gene Imbro, NRC IDI Team Leader, it was agreed that this inspection report would be viewed only as a reference document. A specific response by TVA to each item in the inspection report is not required.

Mr. Imbro did request that TVA confirm actions taken on items D4.3-9, D5.2-3, and D5.2-10.

As discussed with Mr. Imbro, all other items from the IDI inspection are Ither confirmed closed by the subject inspection report, have been closed by follow-up inspections, or will be closed by future NRC inspection of corrective actions taken by TVA.

The supplemental responses to items D4.3-9, D5.2-3, and 05.2-10 requested by Mr. Imbro are contained in Enclosure 1. These supplemental responses confirm actions taken by TVA to close these items.

SUMMARY

OF ITEM:

Calculations for the evaluation of block walls for Office of Inspection and Enforcement Bulletin 80-11 could not be located.

, SUPPLEMENTAL RESPONSE:

In TVA's March 2, 1988 letter on this item, TVA committed to install top restraints for reinforced masonry walls that do not meet NRC criteria allowable stresses for Load Cases III and VI before unit 2 restart. This action is complete.

2-ITEM N0.: 05.2-3 TITLE: Ineffective Essential Raw Cooling Water (ERCW) Alarms

SUMMARY

OF ITEM:

NRC noticed on their July 28, 1987 walkdown of panel OM27A that 13 out of 35 alarm windows were activated; and NRC concluded that the number of invalid alarms represented an excessive number of nuisance alarms for a safety system (ERCW).

- - SUPPLEMENTAL RESPONSE:

In the December 29, 1987 response to this item, TVA committed to:

1. clear windows on panel OM27A that could be cleared by performing maintenance before unit 2 restart, and

2. remove windows that f=ll into the category of "old pumping station" alarms (intake pumping station) before unit 2 restart.

Actions associated with both of these commitments have been completed.

Additionally, commitments have been entered on TVA's Corporate Commitment Tracking System (CCTS) to implement corrective actions i iccordance with schedule requirements of the NRC Safety Evaluation Report for the Sequoyah Nuclear Plant (SQN) Detailed Control Room Design Review (DCRDR) dated August 27, 1987.

Also, as documented in TVA's February 29, 1988 letter, the ERCH low-flow alarms have been removed.

ITEM NO.: D5.2-10 TITLE: Adequacy of ERCH Instrumentation Provided for Detection of Break in Nonseismic ERCH Piping-

SUMMARY

OF ITEM:

In the event of a pipe break in the nonseismic portion of the ERCH piping, operator action is taken based on a high-flow alarm and status light in the control room that monitor each ERCH header.

CLASSIFICATION: Design Deficiency SUPPLEMENTAL RESPONSE:

In TVA's March 2, 1988 letter on this item, TVA committed to complete implementation of an automatic isolation scheme to isolate the Class H ERCW piping going to the Turbine Building. This action is complete.
