Gentlemen:
Haddam Neck Plant Revised Response to I&E Inspection No. 50-213/85-15 The Connecticut Yankee Atomic Power Company (CYAPCO) provided a response in Reference (1) to two violations transmitted with Reference (2). The violations were noted during a special inspection conducted on June 14-26, 1985.
CYAPCO's response to the second violation stated in part that Plant Design Change Requests (PDCRs) implemented during a scheduled outage are now required to be submitted for approval by the Plant Operations Review Committee (PORC) at least one month prior to the start of the outage.
While this commitment has been met to date, it is inflexible as stated and raises the potential for not meeting the commitment due to unforeseeable events.
Therefore, CYAPCO hereby wishes to clarify its response to Reference (2) by stating that except for unforeseen events, PDCRs implemented during a scheduled outage will be submitted for approval by PORC at least one month prior to the start of the outage. In all cases, sufficient time will be allowed for PORC review of PDCRs during specially designated meetings. Except in an emergency, PDCR distribution is required seven days prior to PORC review.
This revised response reflects a more realistic position without decreasing the level of concern CYAPCO has for proper Engineering Staff and PORC review of PDCRs. The remaining portions of CYAPCO's response to the second violation are unchanged.
