DIABLO CANYON - A DRUG ALLEGATION RECEIVED ON JANUARY 20, 1984 s

On January 20, 1984 Jerry ZVETZIC advised that he had received information from Marvin MENDONCA, Resident Inspector, Diablo Canyon, advising that he had ,

received information concerning the use of heroine on the Diablo' Canyon site.

On January 20,1984, at 7:45 a.m,, the writer contacted MENDONCA and he furnished the following inf ormation:

At 6:30 a.m., on January 20, 1984, he received a telephone call from an individual who would only identify himself by the name of Frank. Frank stated i

that be was a former heroine user and was presently attending a methadone clinic for heroine users. At this clinic, he has heard two individuals brag about shooting up with heroine in the "Blue Room" at Diablo Canyon. It is to be noted that. the term "Blue Room" is an expression used on site for the blue portable ~ toilets that are stationed all around the Diablo construction area.

Frank did not identify any other problems with the Diablo site except that he commented that if people are using heroine while working on the site, they couldn't be doing a very good job. He did not say anything specific about acy harm that had been done to the plant as a result of persons using heroine.

Althcugh Frank would not give his address or his f ull ame, he did furnish MENDONCA his telephone number which is Frank expressed his anger at not being able to get a job ile these peop e who are using heroine were making practice 11y a thousand dollars a week and were working at Diablo Canyon.

l On January 20, 1984, the writer contacted the alleger known as Frank at his l home telephone number shown above. Frank advised thathe us the name Frank only to talk to the NRC Ins ector and that his real nam is l Be resides at He a l been a heroine user for quite some time but has been clean for 1-1/2 years.

He disclosed he has been going to a methadone clinic on Foster Road in Santa Maria, Califernia where he observed and overheard the individuals talking about using heroir.e while working at Diablo Canyon. .

, ,tiab1'o Canyon Misc. Info. File apparently is a construction worker doing odd jobs at Diablo Canyon. He has heard him talking about shooting up with heroine in the "Blue Room" while talking to a second individual who, is also attending the netbadone clinic.

Both of thece individuals are white males. The second suspect he believes is a velder from what he heard him discuss as to his work at Diablo Canyon.

He described the* second white male as having a beard and always wears a beige beanie. He said this guy goes to work with the fat guy and they vo'rk on the day shift.

said he would be villing to work with the law enforcement of ficials on this matter as he had worked with the police in the past. He said he had not objection to the writer disclosing his identity and his telephone number and address to the law enf orcement of ficials. The vriter told him that he 3 would then be giving all the above infor3ation to the drug task force that was working on drug problems at the Diablo Canyon site.

At 8: 50 a.m. , on January 20, 1984, the vriter tempted to contaqt 7 a joint task force cot:cander at None of the task force members were in and the writer 1 a message with the radio dispatcher to have to return his call.

On January 20, 1984, at 2:30 p.m., the writer brief ed LeRoy NORDERHAUG, Branch Chief tor Safeguards and Emergency Preparedness, and Dennis SCHAEFDL, Principal Saf eguards Inspector for the Diablo Canyon site.

On January 20, 1984, at 2:55 p.m., the writer again contact and at this time was able to talk to him and furnish all the above in orma on.

apologized for not returning the writer's call because of having u business on that particular day. He stated he would definitely follow up on the leads provided by the writer and if they had any luck in their investigation, he vould call the writer and advise him of the results of their efforts.

On January 20, 1984, at 3:01 .u., the writer advised NORDERRAUG of his successful contact vit NORDDLRAUG stated that he would pass this information on to the Reg. on V allegation panel.

The snelosed copy of an Aug. 17,1983 Telegram-Tribune article confirma what has been common knowledge around i

San Luis far many years. That there has a great deal of drug and alcohol abuse going on at the Diable project. I

. If there's lots of workers showing up at the hospitals' emergency rooms, from some work-related (drug influenced) sooident, then imagine all the employees who must be taking drugs,etc. and not getting hurt. .

l Despite -representative Bus Brown claim thatPG&E's plant I inspection prograncis designed to insure against construction errors that sculd result from workers using drugs; I do not believe that to be possible. The shoddy work simply gets built in to.the plant. Thus has the Diablo nuclear plant been bu ilt. And if Philip Joukoff had done a better job then he same down, much abuse would have been found taking pIace. He found nothing that I know of.

Fuel-loading has now been authouized by the NRC.
